In Indianapolis, the decisions made by local government can have a major influence on the lives of citizens. Our analysis of the data includes grouped cross-sectional time series, and we have specified random effects models and robust standard errors grouped into cities. The data shows that 58% of citizens aged 18 and over are actively involved in local government decisions.
